Improve tokio task execution (#1181)

* Add logging on shutdown

* Replace tokio::spawn with handle.spawn

* Upgrade tokio

* Add a task executor

* Beacon chain tasks use task executor

* Validator client tasks use task executor

* Rename runtime_handle to executor
