Add toledo support (#1874)

## Proposed Changes

Adds support for the [Toledo](https://github.com/protolambda/toledo) dev-net.

```bash
lighthouse --testnet toledo bn --http
```

This is for development only, we do not recommend users to join this testnet.

## Additional Info
