Peer endpoint updates (#1893)

## Issue Addressed

N/A

## Proposed Changes

- rename `address` -> `last_seen_p2p_address`
- state and direction filters for `peers` endpoint
- metadata count addition to `peers` endpoint
- add `peer_count` endpoint
