Lazy hashing for SignedBeaconBlock in sync (#2916)

## Proposed Changes

Allocate less memory in sync by hashing the `SignedBeaconBlock`s in a batch directly, rather than going via SSZ bytes.

Credit to @paulhauner for finding this source of temporary allocations.
