Store pubkey cache decompressed on disk (#5897)
* Support uncompressed keys in crypto/bls
* Use uncompressed keys in cache
* Implement DB upgrade
* Implement downgrade
* More logging on v20 upgrade
* Revert "More logging on v20 upgrade"
