CI workflows to use warpbuild ci runner (#8343)
Self hosted GitHub Runners review and improvements local testnet workflow now uses warpbuild ci runner Co-Authored-By: lemon <snyxmk@gmail.com> Co-Authored-By: antondlr <anton@sigmaprime.io>
