Fix a bug in fork choice whereby the unrealized justified and finalized checkpoints from a parent block would be incorrectly carried over to a child block in the same epoch. The documented optimisation in `fork_choice.rs` was wrong because it failed to account for slashings.
This bug is not considered to be sensitive due to the difficulty of triggering it, and the low payoff for doing so (fleeting divergence).
Keep the optimisation, updating it to correctly skip reusing the parent checkpoints when slashings are present.
A more minimal alternative would be to scrap the optimisation altogether (always compute the checkpoints), however this would come with a minor performance downside. I think the updated optimisation is simple enough to be worth retaining.
There are 3 regression tests added which confirm the correct behaviour. Temporarily setting `has_slashings` to `false` causes all 3 tests to fail.

This PR implements some heuristics to check for breaking database changes. The goal is to prevent accidental changes to the database schema occurring without a version bump.
* Add `blob_sidecar` event to SSE.
* Return 202 if a block is published but failed blob validation when validation level is `Gossip`.
* Move `BlobSidecar` event to `process_gossip_blob` and add test.
* Emit `BlobSidecar` event when blobs are received over rpc.
* Improve test assertions on `SseBlobSidecar`s.
* Add quotes to blob index serialization in `SseBlobSidecar`

Adds the functionality to allow blocks to be validated/invalidated after their import as per the [optimistic sync spec](https://github.com/ethereum/consensus-specs/blob/dev/sync/optimistic.md#how-to-optimistically-import-blocks). This means:
- Updating `ProtoArray` to allow flipping the `execution_status` of ancestors/descendants based on payload validity updates.
- Creating separation between `execution_layer` and the `beacon_chain` by creating a `PayloadStatus` struct.
- Refactoring how the `execution_layer` selects a `PayloadStatus` from the multiple statuses returned from multiple EEs.
- Adding testing framework for optimistic imports.
- Add `ExecutionBlockHash(Hash256)` new-type struct to avoid confusion between *beacon block roots* and *execution payload hashes*.
- Add `merge` to [`FORKS`](c3a793fd73/Makefile (L17)) in the `Makefile` to ensure we test the beacon chain with merge settings.
- Fix some tests here that were failing due to a missing execution layer.
