f3fd1f210b Remove consensus/types re-exports (#8540)
There are certain crates which we re-export within `types` which creates a fragmented DevEx, where there are various ways to import the same crates.

This PR removes these re-exports and makes it explicit that these types are imported from a non-`consensus/types` crate.

0688932de2 Pass blobs into ValidatorStore::sign_block (#7497)
While the Lighthouse implementation of the `ValidatorStore` does not really care about blobs, Anchor needs to be able to return different blobs from `sign_blocks` than what was passed into it, in case it decides to sign another Anchor node's block. Only passing the unsigned block into `sign_block` and only returning a signed block from it (without any blobs and proofs) was an oversight in #6705.


  - Replace `validator_store::{Uns,S}ignedBlock` with `validator_store::block_service::{Uns,S}ignedBlock`, as we need all data in there.
- In `lighthouse_validator_store`, just add the received blobs back to the signed block after signing it.

3d92e3663b Modularize validator store (#6705)
- Create trait `ValidatorStore` with all functions used by the `validator_services`
- Make `validator_services` generic on `S: ValidatorStore`
- Introduce `LighthouseValidatorStore`, which has identical functionality to the old `ValidatorStore`
- Remove dependencies (especially `environment`) from `validator_services` and `beacon_node_fallback` in order to be able to cleanly use them in Anchor

dcd69dfc62 Move dependencies to workspace (#4650)
## Issue Addressed

Synchronize dependencies and edition on the workspace `Cargo.toml`

## Proposed Changes

with https://github.com/rust-lang/cargo/issues/8415 merged it's now possible to synchronize details on the workspace `Cargo.toml` like the metadata and dependencies.
By only having dependencies that are shared between multiple crates aligned on the workspace `Cargo.toml` it's easier to not miss duplicate versions of the same dependency and therefore ease on the compile times.

## Additional Info
this PR also removes the no longer required direct dependency of the `serde_derive` crate.

c258270d6a update dependencies (#4639)
## Issue Addressed

updates underlying dependencies and removes the ignored `RUSTSEC`'s for `cargo audit`.

Also switches `procinfo` to `procfs` on `eth2` to remove the `nom` warning, `procinfo` is unmaintained see [here](https://github.com/danburkert/procinfo-rs/issues/46).

## Proposed Changes

Move web3signer binary download script out of build script to avoid downloading unless necessary. If this works, it should also reduce the build time for all jobs that runs compilation.

Allows the VC to call out to a [Web3Signer] remote signer to obtain signatures.


## Additional Info

### Making Signing Functions `async`

To allow remote signing, I needed to make all the signing functions `async`. This caused a bit of noise where I had to convert iterators into `for` loops.

In `duties_service.rs` there was a particularly tricky case where we couldn't hold a write-lock across an `await`, so I had to first take a read-lock, then grab a write-lock.

### Move Signing from Core Executor

Whilst implementing this feature, I noticed that we signing was happening on the core tokio executor. I suspect this was causing the executor to temporarily lock and occasionally trigger some HTTP timeouts (and potentially SQL pool timeouts, but I can't verify this). Since moving all signing into blocking tokio tasks, I noticed a distinct drop in the "atttestations_http_get" metric on a Prater node:

I think this graph indicates that freeing the core executor allows the VC to operate more smoothly.

### Refactor TaskExecutor

I noticed that the `TaskExecutor::spawn_blocking_handle` function would fail to spawn tasks if it were unable to obtain handles to some metrics (this can happen if the same metric is defined twice). It seemed that a more sensible approach would be to keep spawning tasks, but without metrics. To that end, I refactored the function so that it would still function without metrics. There are no other changes made.
