be799cb2ad Validator client head monitor timeout fix (#8846)
Fix a bug in v8.1.0 whereby the VC times out continuously with:

> Feb 18 02:03:48.030 WARN  Head service failed retrying starting next slot  error: "Head monitoring stream error, node: 0, error: SseClient(Transport(reqwest::Error { kind: Decode, source: reqwest::Error { kind: Body, source: TimedOut } }))"


  - Remove the existing timeout for the events API by using `Duration::MAX`. This is necessary as the client is configured with a default timeout. This is the only way to override/remove it.
- DO NOT add a `read_timeout` (yet), as this would need to be configured on a per-client basis. We do not want to create a new Client for every call as the early commits on this branch were doing, as this would bypass the TLS cert config, and is also wasteful.

eec0700f94 Gloas local block building MVP (#8754)
The flow for local block building is
1. Create execution payload and bid
2. Construct beacon block
3. Sign beacon block and publish
4. Sign execution payload and publish

This PR adds the beacon block v4 flow , GET payload envelope and POST payload envelope (local block building only). The spec for these endpoints can be found here:  https://github.com/ethereum/beacon-APIs/pull/552  and is subject to change.

We needed a way to store the unsigned execution payload envelope associated to the execution payload bid that was included in the block. I introduced a new cache that stores these unsigned execution payload envelopes. the GET payload envelope queries this cache directly so that a proposer, after publishing a block, can fetch the payload envelope + sign and publish it.

I kept payload signing and publishing within the validators block service to keep things simple for now. The idea was to build out a block production MVP for devnet 0, try not to affect any non gloas code paths and build things out in such a way that it will be easy to deprecate pre-gloas code paths later on (for example block production v2 and v3).

We will eventually need to track which beacon node was queried for the block so that we can later query it for the payload. But thats not needed for the devnet.

036ba1f221 Add network feature to eth2 (#8558)
This reverts some of the changes from #8524 by adding back the typed network endpoints with an optional `network` feature. Without the `network` feature, these endpoints (and associated dependencies) will not be built.

This means the `enr`, `multiaddr` and `libp2p-identity` dependencies have returned but are now optional

There are certain crates which we re-export within `types` which creates a fragmented DevEx, where there are various ways to import the same crates.

77d58437da Clarify alloy dependencies (#8550)

7bfcc03520 Reduce eth2 dependency space (#8524)
Remove certain dependencies from `eth2`, and feature-gate others which are only used by certain endpoints.

This is done by adding an `events` feature which enables the events endpoint and its associated dependencies.
The `lighthouse` feature also enables its associated dependencies making them optional.

The networking-adjacent dependencies were removed by just having certain fields use a `String` instead of an explicit network type. This means the user should handle conversion at the call site instead. This is a bit spicy, but I believe `PeerId`, `Enr` and `Multiaddr` are easily converted to and from `String`s so I think it's fine and reduces our dependency space by a lot. The alternative is to feature gate these types behind a `network` feature instead.

This pull request introduces workflows and updates to ensure reproducible builds for the Lighthouse project. It adds two GitHub Actions workflows for building and testing reproducible Docker images and binaries, updates the `Makefile` to streamline reproducible build configurations, and modifies the `Dockerfile.reproducible` to align with the new build process. Additionally, it removes the `reproducible` profile from `Cargo.toml`.

3066f0bef2 Prepare sensitive_url for crates.io (#8223)
Another good candidate for publishing separately from Lighthouse is `sensitive_url` as it's a general utility crate and not related to Ethereum. This PR prepares it to be spun out into its own crate.


  I've made the `full` field on `SensitiveUrl` private and instead provided an explicit getter called `.expose_full()`. It's a bit ugly for the diff but I prefer the explicit nature of the getter.
I've also added some extra tests and doc strings along with feature gating `Serialize` and `Deserialize` implementations behind the `serde` feature.

5d0f8a083a Ensure custody backfill sync couples all responses before importing (#8339)
Custody backfill sync has a bug when we request columns from more than one peer per batch. The fix here ensures we wait for all requests to be completed before performing verification and importing the responses.

I've also added an endpoint `lighthouse/custody/backfill` that resets a nodes earliest available data column to the current epoch so that custody backfill can be triggered. This endpoint is needed to rescue any nodes that may have missing columns due to the custody backfill sync bug without requiring a full re-sync.

2c9b670f5d Rework lighthouse_version to reduce spurious recompilation (#8336)
#8311


  Removes the `git_version` crate from `lighthouse_version` and implements git `HEAD` tracking manually.
This removes the (mostly) broken dirty tracking but prevents spurious recompilation of the `lighthouse_version` crate.

This also reworks the way crate versions are handled by utilizing workspace version inheritance and Cargo environment variables.
This means the _only_ place where Lighthouse's version is defined is in the top level `Cargo.toml` for the workspace. All relevant binaries then inherit this version. This largely makes the  `change_version.sh` script useless so I've removed it, although we could keep a version which just alters the workspace version (if we need to maintain compatibility with certain build/release tooling.

### When is a Rebuild Triggered?

1. When the build.rs file is changed.
2. When the HEAD commit changes (added, removed, rebased, etc)
3. When the branch changes (this includes changing to the current branch, and creating a detached HEAD)

Note that working/staged changes will not trigger a recompile of `lighthouse_version`.

  Replace all instances of `VariableList::from` and `FixedVector::from` to their `try_from` variants.

While I tried to use proper error handling in most cases, there were certain situations where adding an `expect` for situations where `try_from` can trivially never fail avoided adding a lot of extra complexity.

  #### Custody backfill sync service
Similar in many ways to the current backfill service. There may be ways to unify the two services. The difficulty there is that the current backfill service tightly couples blocks and their associated blobs/data columns. Any attempts to unify the two services should be left to a separate PR in my opinion.

#### `SyncNeworkContext`
`SyncNetworkContext` manages custody sync data columns by range requests separetly from other sync RPC requests. I think this is a nice separation considering that custody backfill is its own service.

#### Data column import logic
The import logic verifies KZG committments and that the data columns block root matches the block root in the nodes store before importing columns

#### New channel to send messages to `SyncManager`
Now external services can communicate with the `SyncManager`. In this PR this channel is used to trigger a custody sync. Alternatively we may be able to use the existing `mpsc` channel that the `SyncNetworkContext` uses to communicate with the `SyncManager`. I will spend some time reviewing this.
