Post fulu, we should be calling the v2 api on the relays that doesn't return the blobs/data columns.
However, we decided to start hitting the v2 api as soon as fulu is scheduled to avoid unexpected surprises at the fork.
In the ACDT call, it seems like most clients are calling v2 only after the fulu fork.
This PR aims to be the best of both worlds where we fallback to hitting v1 api if v2 fails. This way, we know beforehand if relays don't support it and can potentially alert them.

Adds the required boilerplate code for the Gloas (Glamsterdam) hard fork. This allows PRs testing Gloas-candidate features to test fork transition.
This also includes de-duplication of post-Bellatrix readiness notifiers from #6797 (credit to @dapplion)
With Fulu, we increment the engine API version for `get_payload` but we do not also increment `new_payload`.
In Lighthouse, we have a tight coupling between these version numbers and the Fork variants.
For example, both `get_payload_v3` and `new_payload_v3` correspond to Deneb, `v4` to Electra, etc.
However this coupling breaks with Fulu where only `get_payload_v5` is related to Fulu and `new_payload_v4` now also corresponds to Fulu (new_payload_v5 does not exist). While we can work around this, it creates a confusing situation where the versions and Fork variants are out of sync.
See the following code snippet where we are using the v4 endpoint, and yet passing a `V5` payload variant: 522bd9e9c6/beacon_node/execution_layer/src/engine_api/http.rs (L849-L870)
1. Remove `new_payload_v5` as it is unused in Fulu.
2. Rename the `JsonExecutionPayload` and `JsonGetExecutionPayloadResponse` types to use Fork variants instead of version variants. This clarifies the relationship between them.
Update `engine_getBlobsV2` response type to `Option<Vec<BlobsAndProofV2>>`. See recent spec change [here](https://github.com/ethereum/execution-apis/pull/630).
Added some tests to cover basic fetch blob scenarios.

The health endpoint returns a 503 if the engine state is offline. The default state for the engine is `Offline`. So until the first request to the EL is made and the state is updated, the health endpoint will keep returning 503s.
This PR changes the default state to Online to avoid that. I don't think this causes any issues because in case the EL is actually offline, the first fcu will set the state to offline.
Pending testing on kurtosis.
Not essential to merge this now, but I'm going through TODOs for Electra to make sure we haven't missed anything.
Targeting this at the release branch anyway so that auditors/readers don't get alarmed 😅
This change makes the `total_difficulty` field in `ExecutionBlock` an `Option<Uint256>` since newer clients are no longer including the `totalDifficulty` field.
I think this will fix https://github.com/sigp/lighthouse/issues/6937 but I was actually more focused on the builder registration case described below.
In our [builder-playground](https://github.com/flashbots/builder-playground) we setup a local devnet using lighthouse, reth, and mev-boost-relay. After upgrading to reth 1.2.0 and lighthouse v7.0.0.beta.0 for Pectra, we noticed that the validator registration process was _sometimes_ failing with:

What was even more confusing, was that it was sometimes working, which actually led to a wild goose chase thinking it was a networking issue. However, when tracing through the LH code, I came across this comment:

This explained why it sometimes worked, in our playground we run lighthouse with `--prepare-payload-lookahead 8000` thus there was always a 4-second window where the call wasn't made.
But, if the call was made, then this code would 100% fail with updated reth:

Which would then mapped to a `Error::ForkchoiceUpdate` in `update_execution_engine_forkchoice`.
Anyways, the fix was to make `total_difficulty` Optional, and then to update any code paths where it was used. In doing so, I assume that if the EL doesn't include total difficulty then the chain is already post-merge.

Set the accept header on builder to the correct value when requesting ssz.
This PR also adds a flag to disable ssz over the builder api altogether. In the case that builders/relays have an ssz bug, we can react quickly by asking clients to restart their nodes with the `--disable-ssz-builder` flag to force json. I'm not fully convinced if this is useful so open to removing it or opening another PR for it.

Previously, we were returning an empty vec of Nones if get_blobs was not supported in the EL. This results in confusing logging where we try to process the empty list of blobs and log a bunch of Unexpected errors. See

The error we should be getting is that getBlobs is not supported, this PR adds a new error variant and returns that.
