Update spec code for compliance with spec v1.7.0-alpha.3: https://github.com/ethereum/consensus-specs/releases/tag/v1.7.0-alpha.3
The actual consensus changes are minimal. There are few more changes that are only relevant to fork choice or P2P validation that we will pick up in future PRs.
The change "Ignore beacon block if parent payload unknown" is currently covered in a hacky way by `load_parent` and can be improved once we have fork choice.
The change "Add parent_block_root to bid filtering key" is relevant to bid gossip validation, which we don't have at all in unstable yet.

There are a few new light client tests (which we pass), and some for progressive containers, which we haven't implemented (we ignore them).

This PR adds the ability to download [nightly reference tests from the consensus-specs repo](https://github.com/ethereum/consensus-specs/actions/workflows/generate_vectors.yml). This will be used by spec maintainers to ensure that there are no unexpected test failures prior to new releases. Also, we will keep track of test compliance with [this website](https://jtraglia.github.io/nyx/); eventually this will be integrated into Hive.
* A new script (`download_test_vectors.sh`) is added to handle downloads.
* The logic for downloading GitHub artifacts is a bit complex.
* Rename the variables which store test versions:
* `TESTS_TAG` to `CONSENSUS_SPECS_TEST_VERSION`.
* `BLS_TEST_TAG` to `BLS_TEST_VERSION`, for consistency.
* Delete tarballs after extracting them.
* I see no need to keep these; they just use extra disk.
* Consolidate `clean` rules into a single rule.
* Do `clean` prior to downloading/extracting tests.
* Remove `CURL` variable with GitHub token; don't need it for downloading releases.
* Do `mkdir -p` when creating directories.
* Probably more small stuff...
Update spec tests for recent v1.5.0-beta.2 release. There are no substantial changes for Electra and earlier, and the Fulu test updates to be made are tracked here:

- Update tag to v1.5.0-beta.2

On macOS `curl` is pre-installed, and I found myself making this change to avoid installing `wget`.

The `CountRealizedFull` concept has been removed and the `--count-unrealized-full` and `--count-unrealized` BN flags now do nothing but log a `WARN` when used.
## Database Migration Debt
This PR removes the `best_justified_checkpoint` from fork choice. This field is persisted on-disk and the correct way to go about this would be to make a DB migration to remove the field. However, in this PR I've simply stubbed out the value with a junk value. I've taken this approach because if we're going to do a DB migration I'd love to remove the `Option`s around the justified and finalized checkpoints on `ProtoNode` whilst we're at it. Those options were added in #2822 which was included in Lighthouse v2.1.0. The options were only put there to handle the migration and they've been set to `Some` ever since v2.1.0. There's no reason to keep them as options anymore.
I started adding the DB migration to this branch but I started to feel like I was bloating this rather critical PR with nice-to-haves. I've kept the partially-complete migration [over in my repo](https://github.com/paulhauner/lighthouse/tree/fc-pr-18-migration) so we can pick it up after this PR is merged.

## Proposed Changes
- Add parsing and runner support for the new test format.
- Extend the mock EL with a set of canned responses keyed by block hash. Although this doubles up on some of the existing functionality I think it's really nice to use compared to the `preloaded_responses` or static responses. I think we could write novel new opt sync tests using these primtives much more easily than the previous ones. Forks are natively supported, and different responses to `forkchoiceUpdated` and `newPayload` are also straight-forward.

As discussed on last-night's consensus call, the testnets next week will target the [Kiln Spec v2](https://hackmd.io/@n0ble/kiln-spec).
Presently, we support Kiln V1. V2 is backwards compatible, except for renaming `random` to `prev_randao` in:

With this PR we'll no longer be compatible with the existing Kintsugi and Kiln testnets, however we'll be ready for the testnets next week. I raised this breaking change in the call last night, we are all keen to move forward and break things.
We now target the [`merge-kiln-v2`](https://github.com/MariusVanDerWijden/go-ethereum/tree/merge-kiln-v2) branch for interop with Geth. This required adding the `--http.aauthport` to the tester to avoid a port conflict at startup.
### Changes to exec integration tests
There's some change in the `merge-kiln-v2` version of Geth that means it can't compile on a vanilla Github runner. Bumping the `go` version on the runner solved this issue.
Whilst addressing this, I refactored the `testing/execution_integration` crate to be a *binary* rather than a *library* with tests. This means that we don't need to run the `build.rs` and build Geth whenever someone runs `make lint` or `make test-release`. This is nice for everyday users, but it's also nice for CI so that we can have a specific runner for these tests and we don't need to ensure *all* runners support everything required to build all execution clients.

Change the canonical fork name for the merge to Bellatrix. Keep other merge naming the same to avoid churn.
I've also fixed and enabled the `fork` and `transition` tests for Bellatrix, and the v1.1.7 fork choice tests.
Additionally, the `BellatrixPreset` has been added with tests. It gets served via the `/config/spec` API endpoint along with the other presets.
